The Neighbourhood Plan
Newton on the Moor and Swarland Parish Council is developing a Neighbourhood Plan. Such plans give communities the power to shape their local area by creating local planning policies that set out a shared vision for the future of the neighbourhood.
The plan will allow residents to have a greater say on development and infrastructure to meet local needs but must also align with national and local council strategic plans.
In 2023, the Parish Council appointed a Steering Group made up of Parish Councillors and local residents to develop the plan.
Following consultation and engagement within the community, a draft plan has been prepared and the Parish Council is now ready to begin a Consultation on the Plan in accordance with Regulation 14 of the Neighbourhood Planning (General) Regulations 2012.

Comments can be made in the following ways –
- completing the online Representations form;
- downloading a hard copy of the Representations Form;
- obtaining a hard copy of the Representations Form from the Jubilee Hall, Newton on the Moor, Swarland Village Hall, Swarland and Nelson’s cafe (when these locations are open)
- sending an email to commentsontheplan@gmail.com;
- by attending the drop in events on Saturday 4th October from 10.00 – noon at Swarland Village Hall and on Saturday 18th October from 10.00 – noon at Jubilee Hall, Newton on the Moor.
